The labor reform ends the year of disagreements between Casado and Garamendi

The paths of Pablo Casado and the CEOE do not end up meeting. The crisis that unleashed the bosses’ position between both organizations in June, when the Government issued pardons to the pro-independence leaders under the pretext of “normalizing” the situation, marked a before and after. It took a while for relationships to pick up and even though they finally did, they have never been the same again. The suspicion With which the popular continue to see the agreements of the businessmen with the Government of PSOE and United We Can not decline. And the pact of the labor reform to close 2021 has been the culmination.

In the PP they counted on Antonio Garamendi trying to reach a pact. The surprise is relative, but not for that reason the discomfort is less. The CEOE had red lines that the agreement does not cross. As published by ‘El Periódico de España’, the popular ones recognize that the Executive and, specifically, Minister Yolanda Díaz “has become an expert in raising positions of maximums” and then “back off and that the final agreement is the lesser evil ”. However, Pablo Casado’s party if you see an error “agree to agree”. In other words, top sources warn that “it is not always a good decision to enter into an agreement.”

Waiting to analyze the fine print of the royal decree law (the formula chosen by the Government already annoys the PP, even considering taking it to the Constitutional Court for that matter, and justifying that the reform of the Government of Rajoy was made in that way by a situation of “Absolute urgency” that now is not given), in the PP they predict that the Executive still lacks important steps to take.

Distrust about the changes that the parliamentary partners could demand adds to Garamendi’s refusal to accept changes in the agreed text. “Something that is complicated. It is not knowing the reality because the reform is voted in Parliament and the Government needs votes to approve it “, point out other leaders of the PP, in a tempered criticism of the “naivety” of those who sign a pact thinking that it cannot be touched ”in the parliamentary process.

“What bad starts, bad finishes”Ditch sources from the popular leadership, who continue to insist that the European Union “will look at the reform with a magnifying glass.” In the PP they affirm that “it is not enough to complete the milestone” of a labor reform, like that relating to pensions, demanded by community partners to receive European funds from the Recovery. But in Brussels they will study what has been approved before giving the green light for the money to reach the member countries.

Criticisms of how the government has handled the new job proposal they are extendable to other groups. Not only the PP thinks that it is a reform that should have been approached in Congress with an intense debate among political groups. Ciudadanos is in exactly that position, and the Executive partners They reproach that the pact with the social agents does not correspond to what the PSOE and United We Can agree with them. EH Bildu has been one of the most critical, remembering that the commitment was going through a complete repeal. The PNV is not satisfied with regard to the regional agreements and ERC he also sees it as insufficient.

The popular, on the other hand, are against the global spirit of reform. “It does not favor the flexibility that Europe demands and that we need to create jobs. They have repealed three or four things, but deep down there is no improvement for the labor market. It only benefits the unions in what has to do with ultra-activity and branch agreements ”, popular sources reel expressing their discontent.

The economic team of the PP has not maintained contact with the CEOE on this occasion. Nor do they indicate the participation of Fatima Banez, today president of the CEOE Foundation, and author of the labor reform that the Government will now modify with the approval of employers and unions. In this sense, Genoa points out the strong internal discrepancies that the employer’s association has experienced, precisely because of the content of the new text. In fact, the Catalan employer (also ANFAC and ASAJA) got off the hook, despite the fact that in June the CEOE decided to support it in its position with pardons.

There began the real crisis of the PP with the business community, a situation that is unprecedented. The confrontation was public and Pablo Casado decided to step forward, making it clear that “He would not be pressured” by any organization, fully opposing the measure of grace and the normalization campaign that launched Moncloa. “There is no room for half measures. This is about Spain and we are not going to stop defending what we think ”, different leaders explained then. The harmony that the first opposition party and the CEOE had always maintained evaporated.

In those days Casado hardened his position when he came to refer to the business class as “A subsidized audience in search of European funds”, also reproaching the “toxic communication propaganda” that the Government used to sell the agreements reached with the social agents. This criticism continues to be repeated within the PP, without hiding that in his opinion “they have sneaked it” into businessmen on different occasions. “It happened with the regulation of telecommuting and the ‘law rider‘ too”, zanjan.

Despite the efforts that the PP made to make it clear that the situation had been redirected (especially on the eve of the national convention October planned to the millimeter by Casado and in which Garamendi did not participate), the roads and interests of the two organizations they continue in parallel without there being any signs that they could rejoin.
